Evidence-Based Policymaking

Members from the New Mexico Legislative Finance Committee (LFC) will share their experiences with evidence-based policymaking. This will include the 5-step framework that the LFC uses for this purpose. The facilitators will describe the multiple activities conducted to help ensure programs obtain desired results, and they will highlight the role of evaluation within evidence-based policymaking. Lastly, the challenges of maintaining a culture of using evidence to inform decisions will be discussed.

This event will be facilitated by Dr. Sarah Dinces and Dr. Ryan Tolman of the New Mexico Legislative Finance Committee
About the Facilitators:
Dr. Sarah Dinces is a program evaluator with the New Mexico Legislative Finance Committee. She has a PhD in experimental psychology from the University of New Mexico. Sarah has been with the LFC since 2016, with expertise in evaluation focused on behavioral health and early childhood and previously worked for Children, Youth and Families Department.
Dr. Ryan Tolman is a program evaluator with the New Mexico Legislative Finance Committee. He has a PhD in social psychology from the University of Hawaii. Ryan has 20 years of program evaluation experience working on the Research and Evaluation Team of Hawaii’s Children’s Mental Health Division, University of Hawaii’s Office of Evaluation and Needs Assessment, Cardno, and the Accountability Bureau in New Mexico’s Public Education Department prior to joining New Mexico’s Legislative Finance Committee.
